The problem

Distributed ownership produces distributed definitions. Each region reports honestly and the numbers still do not add up, because they were never measuring the same thing.

What we mean

The definitions live in one semantic layer that every property is normalised into. Local teams keep their own properties and their own tooling; the group gets one set of numbers that reconcile.

What enterprise usually means and does not here

There is no SSO, no SCIM and no per-region role model today. Workspace roles are on the roadmap. Saying otherwise on a page like this is how procurement conversations go badly two months later.
